Feed In Tariff Review

Government has today announced a consultation on the reduction of the Solar PV Feed-In-Tariff, closing on 23rd December. DECC has also released the following statement:-


"We are proposing that the new generation tariffs should apply from 1 April 2012 to all new solar PV installations which become eligible for FITs on or after an earlier ‘reference date’ which we propose should be 12 December 2011. Installations which become eligible for FITs before the reference date will not be affected and will continue to be eligible for the current generation tariffs"


We would urge CLEMG members to respond to the consultation.

Legislative Update

Introduction of the Renewable Heat Incentive is being delayed because the EU has questioned some of the tariff support, especially for large-scale biomass, as unfair Government subsidies and requires the scheme to be re-thought. It is still the intention to introduce the RHI as soon as possible.


 


The Government has shied away from including the roll-out of mandatory DECs for all non-domestic buildings in its new Energy Bill, despite widespread support from property owners and landlords.


 


However, plans to make it illegal to lease any property, commercial or domestic, from 2018 if the property has an EPC rating of F or G are being taking forward. The regulations on making the EPC available as soon as a property is brought to market for sale or lease have also been tightened. Plans to introduce the Green Deal for all types of property are also well advanced, with the intention of making capital available for carrying out energy efficiency improvments.

Ban on leasing F&G EPC Properties

Energy and Climate Change Secretary Chris Huhne has announced plans to introduce regulations to ensure that all landlords would face minimum energy efficiency standards under the Green Deal. Under the proposals, announced at Second Reading of the Energy Bill:



  • From April 2016 landlords will not be able to refuse reasonable requests from tenants, or local authorities acting on behalf of tenants, to improve their property;

  • From April 2018 the government will make it unlawful to rent out a house or business premise which has less than an “E” energy efficiency rating, ensuring at least 682,000 properties will have to be improved.
